The Mount Shasta City Council approved a contract on Feb. 24 with Nolan Tam architects to produce 100% design drawings for the library renovation and expansion at a cost of $156,360.
Council members said the design set will allow the city to go out to bid and to select local general contractors and subcontractors at local rates, which staff and supporters said should reduce construction costs compared with Berkeley-based estimates. "For $156,000, we're getting the full design engineer approved design for the library expansion and renovation and that's actually kind of cheap," one council speaker said during debate.
City staff and members of the library committee said they have about $1 million in reserve from the library quarter-cent sales tax and that the annual surplus from the tax stream could cover loan payments if the city chooses to borrow to construct the project. Committee members and members of the public who spoke at the meeting endorsed proceeding with the design phase.
Councilor motions to approve the contract passed unanimously; Nolan Tam will be available during construction on an hourly basis if needed.
The motion authorized payment from the library sales-tax reserves; staff said local contractor selection and possible grant funding will be pursued during the construction procurement stage.
