Tennessee Corrections Institute expands regional training; county training fund used for grants

The Tennessee Corrections Institute (TCI) told the Finance, Ways and Means Committee that it is expanding regional training locations and distributing training-equipment grants funded from the local correctional officer training fund.
William Wahl, executive director of the Tennessee Corrections Institute, said TCI has opened a Jackson training location and plans to open a state-of-the-art home office/training center in Lebanon and another site in Clinton. Wahl said the institute pivoted the training fund to support a training equipment grant program that awards up to $15,000 per county to buy items such as laptops and furniture to establish or improve local training rooms.
Why it matters: Vice Chairman Gillespie and others raised needs in Shelby County, where jail infrastructure is aging and where county officials report a high number of state inmates in county custody awaiting transfer. TCI said it is in regular contact with Shelby County Sheriff Bonner and the county technical assistance service at the University of Tennessee to support interim measures while counties decide on renovation or replacement plans.
Wahl said the training fund balance has decreased as grants are distributed; he estimated the fund has been reduced by roughly $661,000 as the institute awards equipment grants and conducts training. TCI said it expects to spend about $750,000 from the fund in the current year on grants and training supports.
TCI directors told the committee the program supports rural and distressed counties that lack resources to create training classrooms and that regional sites allow wider access for correctional staff and for community college partners. Wahl said the institute is not asking for a budget increase during the hearing and that the remaining fund resources are being directed to county training needs.
