The Oroville City Commission on Jan. 23 unanimously approved Use Permit 2503 for Fairbanks Paving to develop a vacant lot adjacent to the company's existing site into a metal storage building for personal and company vehicles, paved parking, landscaping and sidewalks.
Staff described the site as an undeveloped lot just south of a towing company on Seventh Avenue. The proposal would place a metal building on the corner of the lot, pave parking areas, and install landscaping and a sidewalk. Staff said the improvements would be an upgrade from the current vacant condition and would "conform with the industrial setting of the area," although the parcel is zoned mixed‑use and therefore requires a use permit.
Staff recommended approval with the findings and conditions in the staff report and an associated resolution. Commissioners discussed whether the corridor's mixed‑use zoning remains appropriate; planning staff said the area was rezoned to mixed use around 2015 but has since retained an industrial character, and staff would entertain a recommendation to pursue rezoning back to industrial.
A motion to approve Use Permit 2503 and adopt the related resolution passed unanimously. The minutes record a unanimous vote but do not list a named mover or seconder in the audio record.
The approval authorizes limited vehicle depot activities, including minor repairs to personal and fleet vehicles, subject to the conditions in the resolution and standard city codes on noise, lighting and landscaping. Staff said the applicant must adhere to all approved plans and that noncompliance could lead to enforcement and potential revocation of the permit.
