Engineering asked the Infrastructure Committee to forward an easement package for 36 Pleasant Street—part of a proposed building renovation by Bangor Savings Bank—to full council for approval.
Jefferson Davis said the project, approved by the planning board, will retain the building façade by temporarily supporting it while constructing a new structure behind it. The bank needs a temporary easement for the facade support and a permanent easement for a sidewalk continuation and egress to the rear of the property. Davis told the committee the attached easement deed is similar to an easement granted in 2020 for 34 Pleasant Street.
A committee member disclosed that a daughter‑in‑law works at Bangor Savings Bank as president of marketing and recorded the disclosure on the record; the member stated they did not believe it created a conflict. The committee moved and seconded forwarding the easement to full council; minutes record the motion was approved to send the easement forward for council action.
Davis said the easement will be returned to the city for signature if council approves it and the bank may then proceed with their facade stabilization and construction processes. The presentation included an aerial showing the property, adjacent rail and waterfront and noted the work takes place within city right‑of‑way in parts of the parcel.
