The Long Beach City Council on Feb. 18 approved a contract amendment to continue design and engineering work for the Second Street Bridge rehabilitation project. Staff said the bridge—constructed in 1956 and known as the John Davies Bridge—was deemed structurally deficient primarily because of deck deterioration and recommended replacement of the concrete deck and associated safety upgrades.
City Engineer Keith Hoey described the project scope: replace the concrete deck, add safety barriers and new light poles, reconfigure lanes to incorporate protected bike lanes and pedestrian pathways, and make repairs to piles, piers and abutments as needed. The project will be staged in three construction phases to maintain traffic access during work.
Hoey said the project is funded in part through the Federal Highway Bridge Program (HBP), administered by Caltrans, with a local contribution from Measure A. The staff estimate shown during the meeting totaled roughly $20.4 million; Caltrans approved additional HBP programming for design and has programmed $9.5 million for construction. The schedule discussed at the meeting targets construction start in September 2026 with completion by January 2028, ahead of the planned regional events referenced by staff.
The council voted to authorize the city to amend the existing Klein & Felder engineering contract for an updated not‑to‑exceed amount of $1,593,035 to finish design and move toward permitting and construction.
