Indianapolis parks board approves $1.5 million contract amendment for security upgrades

The Indianapolis Board of Parks and Recreation on Jan. 21 approved an amendment with Security 101 not to exceed $1,500,000 to fund security services and safety upgrades across the park system.

Board members voted to approve the three‑year amendment after Phil Trbovic, chief audit and technology officer for Indy Parks, described the scope and the department's recent security investments. "This will upgrade our install systems at all 85 of our park locations," Trbovic said, and the amendment covers installation work and three years of service paid up front.

Trbovic told the board the amendment is intended to bring park security "up to current security standards" and to leave room for growth if additional funding becomes available. He listed recent security investments that informed the request, including three mobile trailer camera units, high‑resolution cameras at 13 facilities, mobile panic buttons for staff, additional emergency response training, and a virtual incident reporting system for staff.

Board members asked about monitoring and response protocols. Trbovic said COPS, a national monitoring company, would perform monitoring and that responses vary by event type: some alarms trigger designated park staff contacts who then notify Indianapolis Metropolitan Police Department or the fire department; other systems require immediate calls to IMPD dispatch.

The board chair called the motion; a board member moved and another seconded. The board voice vote carried with the chair saying "The ayes have it. Motion carries." The contract amendment was presented as a recommendation of the Indy Parks Administration Division and will be implemented by department staff.

The approval authorizes the parks department to proceed with installation and ongoing monitoring arrangements under the contract amendment.
