Council also approved on second and final reading an ordinance amending a property agreement with Gilbert and Lee Construction for a material laydown area on town property (TMS 1370600001 on Short Central Avenue). Council approved an ordinance amendment to furnish council with copies of responses to requests for proposals, qualifications and bids after staff evaluation. Several other ordinances were advanced or approved on first reading, including a first reading to sell town property referred to as the park-and-ride lot (TMS 1371109001) and a rezoning first reading to change TMS 154000021 (225 Midland Parkway, ~3.95 acres) from NB (Neighborhood Business) to GB (General Business).
In miscellaneous and consent business, council authorized presentation of retiring Deputy Chief John O'Meara's duty Glock 9mm (serial CCVf22m) to him, accepted corrected quitclaim deeds from the South Carolina Department of Transportation for two parcels on Berlin G. Myers Parkway, and authorized staff to enter into a memorandum of understanding with the Dorchester County Sheriff's Office extending Somerville Police Department jurisdiction into unincorporated areas along the Sawmill Branch Trail.
Council approved a contract with the Greater Summerville Dorchester County Chamber of Commerce to manage tourism and operate the visitor center, funded from budgeted state accommodations tax funds; council members thanked staff ("Scott and Rhonda") for negotiating improved terms.
Council cleared site plans for an addition to Oak Brook Elementary School (306 Old Fort Drive) and for softball concessions and a press box building at 500 Greenwood Boulevard. During the concessions item a council member asked whether small projects on public land should be exempt from Design Review Board review; staff said they would prepare an amendment to the Unified Development Ordinance (UDO) to present to council.
During public comment Brandon Roberts introduced Eon Bailey as the new Summerville reporter for the Journal Scene. The council then moved into an executive session to discuss negotiations on an intergovernmental agreement with Dorchester County related to impact fees, municipal court personnel matters, and appointments to citizen committees, commissions and boards; the mayor invited select staff and officials to that executive session.
