Terrence (staff) presented the request on behalf of library staff and said the waiver is intended to reduce financial barriers and allow the library district to focus on expanding services. Staff noted the waiver would represent a one-time reduction in DIF fees and that staff had provided a packet with the district’s letter and proposed fee structure.
Council discussion focused on how the waiver would be applied over time and whether the waiver should be an exempt category for public or government buildings. Council member White asked whether the waiver would be tied to current DIF amounts or to future fee schedules; staff said the packet showed a range to reflect anticipated increases and that the waiver would be tied to a permit/plan-check number and the plan-check timeline that expires after the code update (the staff explanation tied permit/plan-check timing to an effective deadline in late 2027).
Council member White and other members said they preferred a clear cap instead of leaving the waiver open-ended with many line-item amounts. After discussion, a motion was made to approve the waiver while striking the itemized breakdown and capping the waiver at up to $200,000. The motion passed on a unanimous roll-call vote.
Staff clarified that any fees exceeding the capped amount would require the district to return to council for an additional waiver and that unused credit from the waiver could not be applied to fees not listed in the resolution. Council also discussed a possible future policy change to treat public-government buildings as exempt from DIFs; members asked staff to explore that approach and to quantify the fiscal effect before making any broader policy change.
