Beaumont Council approves ordinance removing administrative plot-plan step to speed permits

The Beaumont City Council on Wednesday approved an ordinance amending the Beaumont Municipal Code to eliminate the separate administrative plot plan requirement and shift minor planning review into the building plan-check or certificate-of-occupancy process.
Interim Community Development Director Carol Kendrick told the council the change is intended to “streamline minor planning applications” and reduce the number of application fees and time for applicants. Kendrick said the current cost for an administrative plot plan is approximately $1,820; the fire-review fee is $450 and the CFO fee is $340. She said planners typically spend about 30 minutes on these reviews, which equates to roughly $75 of staff time for an assistant planner.
Kendrick said the proposal aligns with the city’s zoning-code update and that the Planning Commission, by a 5-0 vote on Jan. 5, recommended approval to council. She asked council to waive a full first reading and approve the ordinance by title only.
Council members who spoke in favor said they supported efforts to reduce “red tape” and lower fees for applicants. Mayor Pro Tem Voigt said anything that removes barriers for applicants and enhances the city is something she supports; Council member Martinez said he appreciated efforts to consolidate processes and expedite permitting.
A motion to waive the full first reading and approve the ordinance passed on a roll-call vote with all five members present voting yes.
The ordinance amendments cited in the staff report include changes to Beaumont Municipal Code chapter 17.02 (administration and enforcement) and section 17.02.070 (plot plans). Kendrick told council the draft language is included in the zoning-code update and will be shown again in upcoming work studies with the Planning Commission and City Council.
Council directed staff to include the amendment language in the March work study packet for the larger zoning-code update and to coordinate any necessary follow-up with Planning Commission documents.
The measure is intended as an interim efficiency ahead of a comprehensive zoning-code adoption expected later this year; council members were told that the full zoning-code update is expected to be adopted in the summer.
