Huber Heights panel declares four properties nuisances, dismisses one; orders city-contracted abatement

At a meeting of the City of Huber Heights Property Maintenance Review Board, members declared four properties nuisances and ordered city-contracted abatement, and dismissed one case that staff said had been brought into compliance.
The board considered five Property Maintenance Review Board (PMRB) cases. For each property, a code enforcement officer summarized alleged violations of Section 13.13 of the city’s property maintenance code, recommended nuisance declarations where appropriate, and asked the board to order abatement by the city contractor.
The board declared the following properties nuisances and ordered the city contractor to bring them into compliance:
- 5822 Stonegate Court (PMRB 25-18). Staff described the property as a vacant residential lot with tree debris and other accumulation creating a potential breeding place for vermin and insects. The board voted unanimously to declare the property a nuisance and authorized abatement by the city contractor. The code enforcement officer said, “Inspection verifies the property does not meet the standards set forth in the code.”
- 4941 Arrowview Drive (PMRB 25-19). Staff said a large section of guttering had detached and hung to the ground, citing Section 13.13(O)(4)(H)(1) requiring the exterior of a structure be maintained in good repair. The board voted unanimously to declare the property a nuisance and ordered the city contractor to abate the condition.
- 6640 Brant Pike (PMRB 25-22). The property, described as retail/commercial space adjacent to the U-Haul center on Brant Pike, was cited for severely degraded asphalt with potholes and crumbling patches. Staff recommended repairs to the degraded asphalt (not repaving the entire lot). The board voted unanimously to declare the property a nuisance and ordered the contractor to repair the damaged paved areas.
- 6374 Harshmanville Road (PMRB 25-23). Staff said a rear door to the residence was missing, leaving the house exposed to the elements and reported that neighbors had observed activity at the location. The board voted unanimously to declare the property a nuisance and ordered abatement; staff said that would include fabricating or purchasing a door to secure the opening.
The board dismissed PMRB 25-20, involving property at 6007 Blackford Way, after staff reported the fence had been repaired and the property was now compliant.
Staff noted in several cases that certified letters to the owner of record had not been returned and there had been no communication from owners to the code enforcement office, and that tax records show property taxes were generally paid. For all nuisance orders, staff recommended the city contractor perform abatement; the board approved those recommendations by vote.

The board approved minutes from the June 12, 2025 PMRB meeting and noted the next meeting is expected in August 2025.
