The Clarks Summit Borough Council opened with procedural approvals. A motion to approve the meeting agenda carried. Council also approved the minutes from the July 30 work session and the Aug. 6 council meeting.
Later in the meeting the council moved to accept the borough treasurer’s report; a motion to approve the treasurer’s report passed.
No ordinances, resolutions or appropriations were adopted at the meeting. Several substantive items discussed — including the Hillside Park CDBG projects and resident public‑comment items about a blocked path and private parking disputes — were either informational or directed to staff for follow‑up. Because the Hillside Park CDBG item was not on the published agenda, the solicitor advised the council it could not take a binding vote on the allocation during public comment; the council will consider any necessary authorizing resolution on a posted future agenda.
