Federal programs update: Title I funds, pre‑K equipment, Title IV uses and EL supports

NATCHITOCHES, La. — At the committee meeting the district’s federal programs director reported a series of funding updates affecting pre‑K through high school supports.
Miss Raschel told the board that Title I prior‑year funds of $410,282 were received and that staff were working to obligate those dollars quickly; she reported total Title I allocations of about $2.9 million and said the district planned to resubmit the Title I application for the current period. "Title 1 did receive our prior year funds recently of $410,282, and we're working to obligate those funds now," Raschel said.
Raschel said the district submitted a rationale to the state requesting equipment to improve gross‑motor play areas at L.P. Vaughn pre‑K and that a purchase order had been placed for multiple items with lead times of two to four weeks where possible. For LA 4 pre‑K, she reported an enrollment of 165 students representing roughly $920,000 in program dollars (about $5,580 per LA 4 student as stated in the meeting).
This is the district’s first year using Title IV money locally; Raschel said the Title IV plan includes funding ACT registration and retest fees, safe‑and‑healthy‑school activities and technology professional development and devices that complement existing systems. She said Title IV also supports improved translation services for families when the EL coordinator is not available.
On English learner services, Raschel reported the district started an EL WIN group at Weaver Elementary with 19 identified students and that the district hopes to expand EL WIN groups to other focus schools. She also updated the board on Project AWARE, which funds social workers in several schools and pays for behavioral supports; Raschel said the district is in an add‑on year of AWARE funding and employs several social workers paid through that grant.
The board heard that compliance work — including Title I comparability reviews and an ESSER Achieve audit due Sept. 5 — is underway and that staff are coordinating with human resources and the business office to compile required data.
No formal board actions were taken during the report; staff are continuing procurement and compliance steps and will report back to the board on obligations and spending deadlines.
