Middleburg utilities report: wells recovering, reuse water system repaired; sewer infiltration under review

Middleburg — Town utilities staff told the council that Middleburg's water and wastewater facilities met required sampling and that several equipment repairs and operational adjustments improved performance, but staff also flagged elevated wastewater flows linked to stormwater infiltration.
Vince (utility staff) reported the water treatment and distribution systems maintained compliance with required sampling. The water plant met the town's demand with an average daily production of about 135,000 gallons and a monthly finished volume just under 4,200,000 gallons.
Staff repaired the brine system at Well 4 and replaced failed meters associated with salty-water complaints; Vince said the softener system has "been working like a charm" since the repair. A fire hydrant on North Madison Street was also repaired. To aid recovery at Well L, staff temporarily turned the well off; transducer levels rose from about 33 feet to roughly 80 feet before returning the well to automatic service. "We've seen a pretty good recovery," Vince said, adding staff would monitor performance under normal pumping.
On wastewater, the plant maintained compliance and discharged an average of about 140,000 gallons per day (roughly 4,300,000 gallons for the month). Staff repaired the reuse-water system and the grit separator at the headworks, which allowed reuse water to replace town potable water in some plant processes. Vince said the reuse system now saves the plant "probably 8 to 9,000 gallons of drinking water" on average.
Staff reported a substantial inflow and infiltration increase after recent heavy rains. The wastewater plant saw about a 50% increase in daily flow on some days. Vince and others identified a problematic manhole near the bottom of J Street adjacent to a creek and said contractors experienced strong flow when inspecting the site. The town has scheduled a contractor with sewer relining and manhole rehabilitation expertise (referred to in the meeting as Vizzi/Vistube Sewer) to inspect and propose repairs.
Council members asked for follow-up inspections and cost estimates. Danny (special projects staff) said he expected the contractor to visit within a week or two and that the town would pursue relining and manhole rehabilitation where needed.
