The Gainesville City Commission unanimously approved the city’s 2025–26 annual action plan for the U.S. Department of Housing and Urban Development programs — Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and the HOME American Rescue Plan (HOME‑ARP).
Housing and Community Development supervisor Leanne Cochran Ginyard told the commission the city was allocated $1,442,129 in CDBG and $605,269 in HOME funds for the fiscal year, plus a small HOME‑ARP allocation of $2,971. The city’s consolidated plan and Citizens Advisory Committee for Community Development guided the funding recommendations.
Key elements: - Outside‑agency public services and housing allocations: staff proposed a competitive set of awards totaling roughly 70% of CDBG funding for community support, with housing programs making up the remainder. - A $200,000 cap on public services to stay under HUD’s 15% limit for public services funded by CDBG. - HOME funds prioritized for affordable housing activities including homeownership assistance, rehabilitation and new construction. - HOME‑ARP funds designated for an accessory dwelling unit (ADU) pilot project that will rehabilitate units at 738 NW Seventh Street as short‑term rentals to serve households affected by homelessness or other qualifying circumstances.
Commissioners asked about outreach and how smaller nonprofits learn about competitive funding. Ginyard said the city advertises funding availability in the Gainesville Sun and Main Street Daily News, maintains a listserv, hosts applicant workshops, and provides application assistance; however, because CDBG is a reimbursement program nonprofits must spend and then seek reimbursement — a barrier for smaller organizations.
The commission adopted the plan and authorized the city manager to submit the annual action plan to HUD and execute necessary subrecipient agreements for awarded entities, subject to city attorney approval.
