Baltimore County accountability officials report 83 complaints; senior public‑safety official to leave, internal affairs office to relocate

Henry Calgary, the county's assistant deputy administrative officer for public safety, told the Police Accountability Board on a June 2025 meeting day that his last day with Baltimore County is Wednesday and that he will take a position with the Maryland State Police next week. "It has been my pleasure to work with everybody on this board," he said.

The same meeting included a report on trial board and complaint activity. A staff representative summarized two recent trial boards: an April 30 hearing in which an officer was found not guilty of excessive use of force but pleaded guilty to rude and discourteous conduct and failure to notify a supervisor; and a May 14 hearing in which an officer was found guilty of failing to take appropriate police action.

The report said the board's packet documented 83 total cases involving Baltimore County Police Department members, including 23 use‑of‑force cases. The presenter itemized multiple complaint categories and whether officers were charged or not: 10 departmental accidents (all 10 charged); 11 complaints for rude, discourteous or unprofessional behavior (2 charged, 9 not charged); 14 alleged use‑of‑force policy violations (14 not charged); and a range of other counts (search/seizure, improper arrest, failure to provide medical aid, body‑worn camera violations), many of which were marked "not charged" in the packet. The presenter said previously reported typographical errors in the packet were corrected and an updated copy had been sent to staff.

Chief (name not provided) attended the meeting and thanked the board and Administrative Charging Committee (ACC) for their work on accountability. The chief said the department has continued to emphasize "the sanctity of life" and acknowledged that the county has seen several incidents this year requiring the use of deadly force, with some resulting in injury or death. He also announced that the Baltimore County Police Department's internal affairs section will move out of the Public Safety Building to a new office at 305 Washington Avenue in Towson, saying the location will make that office "much more accessible to the public."

Calgary introduced Lauren Phillips as the assistant deputy administrative officer for public safety who will step in on an interim basis to perform his duties. The board members and staff thanked Calgary for his service and wished him well in his new position.

The board adopted the minutes from the prior meeting and later moved to adjourn to a meeting scheduled for Sept. 15, 2025, at noon in Room 118 at the courthouse.
