Council updates bylaws, term cycle for Mount Pleasant Youth City Council

Mount Pleasant City Council on July 30 approved Resolution 2025-10 to supersede an earlier resolution and update the bylaws for the Mount Pleasant Youth City Council.
Parks and recreation staff member Debbie told the council the youth council’s term schedule will shift from an October–October cycle to a June–June cycle so senior students do not age out of the program midterm. Applications will be accepted beginning in August for the 2025–26 year, and the new term will run from August to the following June for the initial year to align membership with the school year.
Debbie said the program applied for a Utah State University Extension training program, “Teams Lifting Teams,” that provides structured leadership and team-building curricula; the youth council will be required to complete a set number of meetings, community events and learning activities. Under the amended bylaws, members must attend six of 12 regular meetings and participate in at least two of the city’s four major events each year; they also will be required to lead or teach a team-building activity as part of the USU Extension programming.
The resolution clarifies eligibility: students must live within Mount Pleasant city service boundaries or be served by Mount Pleasant utilities; Wasatch students who meet that requirement are explicitly included. Applications will be due in early August with the council selecting members for the new term beginning in August.
Councilmember Kate moved to approve the resolution; Councilmember Lynn seconded and the council approved the resolution. Staff thanked volunteers and said the program will next advertise application details through schools and the city newsletter.
