TIMA awards $3.2 million contract for Treasure Island ferry terminal enhancements

The Treasure Island Mobility Management Agency voted Tuesday to award a construction contract to Thompson Builders Corporation for the Treasure Island Ferry terminal enhancements project and authorized a construction allotment that brings the total to no more than $3,199,350.
The committee approved the award after a presentation from Yana Waldman, assistant deputy director for capital projects. Waldman said the project, located adjacent to the existing ferry terminal and across from the administration building on Treasure Island, includes two restroom structures to serve passengers and two transit shelters providing on- and off-island bus and shuttle connections. "We are excited to bring our first construction award to the committee today," Waldman said.
Waldman said the construction contract will begin in September, pending the award, and is scheduled for completion in the summer of 2026 assuming minimal rain days. The project was advertised with an engineer's estimate of $2,950,000. Bids opened June 3, 2025; the agency received one bid from Thompson Builders Corporation for $3,047,000. The committee also authorized an additional construction contingency allotment of $152,350 for a total construction allotment not to exceed $3,199,350.
Waldman said the project has a disadvantaged business enterprise goal of 22 percent; the selected bidder submitted a DBE performance plan with 2.6 percent DBE participation that Caltrans Local Assistance reviewed and approved as a good-faith effort. Funding for the project is available in the amount of $4,000,000, including $3,000,000 from the Federal Highway Administration and $1,000,000 from an Affordable Housing and Sustainable Communities grant. The committee authorized the executive director to execute related supporting and supplemental agreements.
There was no public comment. Vice Chair Rafael Mandelmann moved the recommendation; the motion passed by the committee and the contract was approved.
