City Engineer Mister Bosley told the committee the traffic plan is a condition of approval for the River's Edge PUD modification, which allowed additional multifamily units along the waterfront rather than single-family homes. Bosley said DOWL was selected from the city's on-call list for engineers and surveyors and had prepared the proposed scope of work. "This was a requirement of the Lance Douglas development River's Edge, when he got a PUD modification to add more, multifamily homes or, structures along the waterfront rather than single family," Bosley said.
Bosley described the billing arrangement: DOWL will bill the city for its work, and the city will be reimbursed by developer Lance Douglas. "Dowell engineers is on the city's short list or on call, list for for, engineers and surveyors ... The way that it is going to work once that it's approved is Dowell will do the works and the bills to the city. The city will pay and then Lance Douglas will reimburse the city," Bosley explained. He added that DOWL requested the city be the contracting party because DOWL was not comfortable contracting directly with a developer.
A committee member moved to recommend council approval of the professional services agreement with DOWL for the River's Edge traffic mitigation plan and another member seconded. Council Member Gookin requested the item be placed on the regular council agenda so he could follow up with questions; the committee agreed to place it on the agenda. The committee voted in favor; no roll-call tally is recorded in the transcript.
