The Assembly Housing and Community Development Committee unanimously passed SB 543, a bill described by its sponsor as a cleanup measure to clarify existing laws governing accessory dwelling units (ADUs) and junior accessory dwelling units (JADUs).
The senator presenting the bill said the bill’s amendments add clarity to ensure ADU and JADU statewide rules conform with recent reforms and with SB 9, which the committee also considered. “ADUs are now the fastest growing sector of California's housing market,” the sponsor said, and the bill’s amendments clarify application review timelines, completeness standards and size and safety standards for ADUs and JADUs.
Jonathan Pacheco Bell of the Casita Coalition testified in support, saying the measure will reduce confusion among municipal staff, homeowners and small builders by standardizing review and appeal timelines and clarifying size standards for JADUs.
Other supporters who testified included representatives from Unidos US and California YIMBY. No primary opposition witnesses were recorded in the hearing excerpt. Committee members described the bill as a common-sense cleanup that helps ensure the intent of state law is implemented consistently and moved the measure to the Assembly Committee on Local Government.
