The Providence City Board of Contract and Supply opened bids for a range of city contracts on Jan. 13, 2025, referred the bid files to the city clerk for administrative review and approved items 1 through 5 in Section A on a roll-call vote of nine in favor, one opposed and two absent.
The board opened bids under Section B for the Department of Arts, Culture and Tourism, the Department of Housing and Human Services, the Providence Police Department and the Department of Public Property. Among the items read into the record were: a partner service contract listed under Arts, Culture and Tourism (board minutes show first marks, $300,000); rebid awards under Housing and Human Services for “Multiple Pathways to Recovery” startup grants, with named bidders and amounts recorded in the opening (Clinica Esperanza, $10,000; Integrative Healthcare Solutions, $50,000; Rhode Island Black Storytellers, $49,200); a single bid for the Providence Police recruit enlistment medical plan (Concentra); and a five-year lease bid for city property known as Camp Cronin at 13909 Ocean Road, Narragansett (one bid received). The Department of Public Works’ open enrollment for snow and ice control suppliers for the 2024–25 winter season was read and will remain on the agenda until further notice.
After opening the bids, the board voted to refer the bid files to the city clerk’s office for the statutorily required review and to make the submission records available for inspection. A motion to refer the bids to the city clerk was made and seconded on the floor and carried.
The board also approved items 1–5 in Section A by roll call. The clerk recorded the following responses (as read into the record): Courtney Hawkins, aye; Council President Pro Tempore Putano, aye; Councilman Dunsel, absent; Councilwoman Anthony, aye; Miss Silvani, aye; Miss Richards, aye; Mister DePina, aye; Miss Kornfig, aye; Mister Husbands, no; Mister Arzemanian, aye; Mister Delaney, aye; Mister Grobel, absent. The clerk announced the result as nine ayes, one nay and two absent; the items therefore passed.
Earlier in the meeting the board elected an acting chair by motion of Director DePina, seconded by Director Bellini. The vote was taken by voice and recorded as in the affirmative. The board completed the advertised openings and motions and moved on to Sections C (advertisements), D (minutes approval) and E (discussion).
Next steps noted on the record included referral of the opened bids to the city clerk for formal review and public inspection; any bid found materially incomplete would be subject to rebid. The Department of Public Works snow/ice supplier enrollment remains pending further action.
