BCE committee adopts action-plan timeline to prepare for 2026 sunset review

Walker told the committee the board should identify outstanding items early in 2025 so committees can vet responses during spring and summer meetings.
She highlighted timeline milestones: expect the governor's proposed budget to be released Jan. 10, 2025; the last day to introduce bills in the next session is Feb. 21, 2025; an initial draft of the sunset report should be available for the July 2025 board meeting and the board should seek final approval at the October 2025 meeting so staff may submit the report on schedule. Walker said the board chair for 2026 typically testifies at the hearing and recommended mock hearings with DCA executive staff to prepare the chair.
Committee members discussed assignment of issues to committees and the risk of serial-meeting violations if multiple committee chairs meet informally. Sabina, staff member, reminded the group that Brown Act restrictions limit multi-member meetings outside noticed public sessions; she advised written exchanges or staff compilation to avoid forbidden serial contacts.
Walker noted one example of an outstanding issue from the prior sunset relating to board composition and public-member representation; she said the committee should discuss that in early 2025 so the board can formulate an official response for the sunset report. No public comment was recorded on the item.
The committee agreed to use the Government and Public Affairs Committee for ongoing oversight of the sunset preparation and to route technical sections to subject committees for drafting and review.
