Planning commission recommends approval of Lakeside Landing overlay amendments after design refinements

The Springville Planning Commission voted to recommend approval of amendments to the Lakeside Landing Special Overlay District (the regulating plan and code text) after a detailed staff presentation and discussion with the applicant’s representative.

Planner Josh summarized the staff’s changes and outstanding clarifications. The commission and applicant discussed additional architectural standards, elevation‑variation requirements across block faces, and a new compact main‑street lot type the applicant proposed for narrower walk‑up commercial buildings. Staff recommended converting several “should” statements in the applicant’s proposed architectural guidelines into “shall” requirements to make them enforceable.

Key points of discussion included adding an elevation‑variation requirement for certain single‑family‑attached lot types (lot types 4 through 15) so the same elevation is not repeated on adjacent lots or across the street; filling three gaps in the applicant’s architectural standards (facade‑composition treatment across the block face, limits on repeating color schemes side‑by‑side, and required facade articulation measures); and minor edits to maps and the illustrative regulating plan so the street network and block dimensions accurately reflect the latest design.

Applicant/consultant Corcoran (referred to as Corkett in the staff exchange) and other project representatives said they were comfortable with the staff‑proposed clarifications. The applicant asked that any “shall” requirements retain some flexibility for exceptional designs that the city could deem exemplary; staff said they could consider such proposals on a case‑by‑case basis but wanted clear, enforceable baseline standards in the regulating plan.

During public hearing there were no members of the public to speak. After discussion, a commissioner moved to recommend approval of the proposed Lakeside Landing amendments as contained in Exhibits 1 and 2 of the staff report; the motion was seconded and carried by voice vote.

Ending: The commission’s recommendation will be forwarded to city council with staff’s edits incorporated (document cleanup, map updates and the added elevation‑variation and architectural standards). The applicant and staff will finish minor technical refinements before the council hearing.
