Coffey County commissioners approved a change order and a certificate of substantial completion Dec. 16 for phase 1 of the county health department renovation.
The board accepted Change Order No. 2, a $600 credit prepared by BG Consultants, reflecting a downgrade in casework finish from a premium to a matte finish due to availability. Commissioners stated the change was acceptable if quality remained consistent.
The board also authorized the chairman to sign a certificate of substantial completion dated Dec. 4, 2024, for the phase 1 area. County staff said roughly $20,000 of work remains to finish phase 1: correcting cabinetry defects, completing restroom ventilation/exhaust ducting, installing doorknobs and a few other items. Staff confirmed the contractor will not invoice for the outstanding $20,000 until the remaining work is complete.
Health department staff said original restroom ventilation as-built conditions did not match the blueprints, and BG Consultants is exploring options to resolve the ductwork issues; that ductwork scope is included within the uncompleted items tied to the $20,000 figure.
Both motions — the $600 change order credit and the certificate of substantial completion — were moved and seconded and carried on the record.
The board directed staff to retain copies of the documents and to continue oversight of remaining punch‑list items until final completion in mid‑February, per staff’s timeline.
