Villasenor said the city conducted outreach — including a full‑page advertisement and social media materials — and proposed making the new citation effective March 1 to permit further community notice and curb‑marking or meter removal where required.
Public‑safety and parking enforcement staff told council they have been issuing courtesy warnings rather than citations while the city completes infrastructure work and outreach. Director of Public Works Sheila Marcus said staff will prioritize painting red curbs primarily in downtown locations where parking meters will be removed; she and staff also said they will evaluate school locations and other high‑priority intersections for potential additional curb painting.
Councilmembers discussed enforcement approach and expressed support for a warning period and targeted signage and outreach. The council asked staff to coordinate with schools and to consider prioritized painting and meter removal in downtown and other high‑risk locations. The council also directed staff to use warnings (tracked in the enforcement system) in early months for vehicles that have not previously received a notice.
The council voted to adopt the resolution adding the AB 413 citation at a $63 fine, with an effective date of March 1, 2025. The vote was unanimous (7–0).
