Council appoints members to EDAC and mobile‑home park committee, continues resident recruitment

The Yucaipa City Council on Feb. 10 appointed several residents and representatives to the Economic Development Advisory Committee (EDAC) and the Mobile Home Park Committee.
For EDAC the council confirmed two at‑large appointments: Donna Snodgrass and Christopher Markarian. Council also accepted agency board appointments that had been submitted for the Chamber of Commerce, Board of Realtors, Crafton Hills College and the Yucaipa‑Calimesa Joint Unified School District; staff also reported a single applicant each for the financial institution slot (Michael Gardner) and the local developer slot (Alex Patel), both of which the council confirmed.
The council appointed a non‑voting council member to EDAC and confirmed Council member Justin Bieber for that role.
On the Mobile Home Park Committee, the council appointed two owner or owner‑representative positions to Richard Hess and Mitchell Emerson, and confirmed the industry representative slot with Julie Polly. The council also approved the three resident applications that had been submitted; staff said recruitment for additional resident seats would continue until all positions are filled.
City staff noted that they had extended recruitment efforts for several advisory bodies and had attended a YMRA (Yucaipa Mobile Home Residents Association) meeting to encourage applications. Staff said the recruitment remains open for remaining mobile home park resident seats until the committee is fully populated.
Several members of the public spoke in favor of appointees or urged broader participation in advisory committees during public comment. Applicants and community members described relevant experience: for example, Richard Hess said he operates mobile home parks in Yucaipa and lives in Patricia Mobile Home Park; Edward Timmons and others described small‑business and economic development expertise relevant to EDAC.
Council members made the appointments by motion and voice vote during the meeting; the clerk recorded the selections and staff committed to continuing outreach for remaining vacancies.
