Don Miller, Utilities Manager for the City of Fulshear, described the project scope as including design of the on-site well, pertinent connections to the Pecan Knoll Water Plant, project management, and construction-phase representation. Council discussion included a question about how far the proposed well is from the existing well; Miller said the new well is on-site and that staff believed it to be about "50 feet" from the existing well, which led council members to note the proximity should reduce connection costs.
A motion to award agreement number 2025-026 to Freese and Nichols for the Pecan Knoll on-site shallow well design was made by Councilmember Kanati and seconded by Councilmember Powers. The motion carried by voice vote. Staff recommended the award based on Freese and Nichols’ existing familiarity with the water plant and the company’s ability to provide design, bid-phase and construction-phase representation.
