Council awards Well No. 4 rehabilitation contract with contingency; construction slated for 2025

The Post Falls City Council voted Dec. 17 to approve the recommendation of award for the Well No. 4 rehabilitation project and to authorize a 10% contingency on the low responsive bid.
Jackson Fleishman, project manager for the City of Post Falls, told council the existing well — co‑located with Millennium Skate Park and constructed in 1974 — lacks on‑site backup power and has pumping capacity below the project design. The rehabilitation will include a new well house, a new pump, on‑site backup generator, pipeline work on Greens Ferry and site coordination with parks and police for camera upgrades and landscaping.
Six bidders responded to the November 13 solicitation. Staff and consultants reviewed the bids, identified a couple of irregularities but determined none rendered a bid unresponsive. The low responsive bid was $1,680,000; council approved the award with a 10 percent contingency for a total authorization of $1,855,663, to be funded from the Well House rehabilitation budget. Craig Bornpohl confirmed the FY2025 budget line for the project contains $2,800,000.
Council moved to approve the recommendation; the motion passed by roll call (Westland, Davis, Stigleader and other members present voting Aye). Construction is anticipated to begin in 2025 and to conclude within the year, subject to schedule and permitting.
