Brentwood Police promote three officers; chief highlights succession planning

The Brentwood Police Department recognized three promotions during the Jan. 27 commission meeting.
Chief Hickey introduced the promotions and thanked retiring personnel. He presented Steve Pepin as the new captain, noting Pepin will lead the criminal investigations division following another retirement and highlighted Pepin’s prior 22‑year Navy service and a bachelor’s degree in homeland security and emergency preparedness.
Seth Young was promoted to lieutenant and will lead the directed enforcement (traffic) team and manage extra duty assignments and the vehicle fleet. Hickey said Young joined the department in 2017 and graduated first in his police academy class.
Francisco (Frank) Moncayo was promoted to sergeant on the day shift; Hickey noted Moncayo’s roughly 20 years with the NYPD and a bachelor’s degree from John Jay College.
Commissioners and the mayor offered congratulations and noted the promotions reflect the department’s succession planning.
No formal votes were required; the promotional pinning and ceremonial recognition took place during the meeting.
