Commission denies sewer-extension request for 1202 Beach Hill Road; commissioners cite policy and capacity concerns

The Board of Commissioners on Jan. 27 voted to deny a request to extend city sewer service to 1202 Beach Hill Road. The motion to approve the extension failed and the resolution was denied unanimously.
The homeowner, Davy (David) Hackett, told the commission he purchased the lot to care for his father-in‑law, diagnosed with ALS, and requested an exception so the lot could be connected to sewer to expedite construction of a home nearby. “My father in law's ALS diagnosis is terminal,” Hackett said during public comment, explaining that the family’s ability to build quickly depended on sewer availability.
City staff recommended denial. Staff explained the property is outside the city’s urban growth boundary and outside the city’s modeled sewer drainage basins; extending service would therefore be an exception to longstanding city policy. Staff also warned that extending sewer to that location could open requests from other nearby properties and affect capacity planning.
Commissioners said they were sympathetic to the family’s circumstances but agreed the city must follow its policies and plan for sewer capacity. Commissioner Little, Vice Mayor Travis and others noted the city has built temporary holding capacity in recent years and is managing constrained sewer resources.
The motion to approve the extension was made by Commissioner Dunn and seconded by Vice Mayor Travis. In the roll-call vocal vote commissioners recorded no ayes and the motion failed (tally: 0 yes, 7 no). No abstentions were recorded.
Staff and the petitioner discussed alternatives: staff noted the petitioner may pursue additional soil testing or other county permitting options for an on‑site septic system; the door remains open for the petitioner to return with new engineering data.
Outcome: Resolution 2025-12 to approve an extension of sewer service to 1202 Beach Hill Road — denied (unanimous).
