Artist Stephen Carl presented a final rendering for an Oak Park Senior Center mural during the Stockton Arts Commission meeting on March 6 and said the project is ready to move forward pending grant funding and community feedback.
Carl told commissioners the mural design grew from conversations with Oak Park senior center volunteers and includes images meant to represent seniors— activities and local history. "This here is one of the groups we have in our Oak Park center... they're performing some music. We have people here eating a picnic and we help serve lunches," Carl said while walking commissioners through the design. He said the mural would be approximately 20 feet long by about 14 feet high.
Why it matters: The commission will review public feedback and has not yet approved installation. Staff scheduled a public outreach meeting for March 29, 4:30 to 6:30 p.m., at the Oak Park Senior Center and will post an online survey so residents who cannot attend may comment. Staff said after outreach they will return the artist—s proposal and community feedback to the commission for a final decision.
Project details and next steps: Carl said the project has been in development since about 2020 and that the commission previously discussed it. Staff said the mayor—s office and public information officer are being notified and that a press release will follow once approvals are finalized. Commissioners and the artist discussed placement options for the mural (facing the parking lot or the bus stop side), vandalism risk, and visibility to passing traffic.
A staff member said the commission will receive the outreach results and will have options after the meeting: approve the design as presented, request changes of the artist, decline the site, or decline the project entirely. "Once we have the feedback from that outreach meeting and our online survey, we will come back to you and to the artist with any feedback that we received and you guys can make a final decision on how it moves forward," staff said.
Ending: Staff will notify commissioners when the public session date is formally confirmed and will circulate the online survey link for public comment. The commission has not yet authorized contracts or spent final installation money for the Oak Park mural.
