The Dickinson City Planning and Zoning Commission voted Wednesday to recommend approval of a Renaissance Zone project for a purchase-and-rehabilitation at 257 First Street East that would expand space for Midwest Therapy Center.
The recommendation, made during the commission’s Jan. 8 meeting, sends the application (REN0012025) to the Dickinson City Commission for final consideration on Jan. 21. Staff told commissioners the proposal meets the city and state Renaissance Zone requirements and recommended approval.
Steve Josephson, city-county planner, summarized staff’s review and said he had sent the application to the state coordinator for the program. "Ricky Rohrich, the Renaissance zone coordinator for the state of North Dakota, ... reviewed it and said that it met the requirements for the Renaissance zone project," Josephson said. He also noted a corrected calendar date in the staff report showing the City Commission hearing on Jan. 21.
Applicant Jessica Landis, who said she operates Midwest Therapy Center in Dickinson, told the commission she plans to renovate part of the building to expand behavioral-health services, hire additional staff and bring students in to increase capacity. "We're planning on closing here in the next couple weeks and then start renovations right away and be up in the spring," Landis said.
The staff report described the project as a purchase with improvements located in the Renaissance Zone. Commissioners asked no substantive follow-up questions during the public hearing; no public comments were offered. A commissioner moved to recommend approval of REN0012025, a second was recorded, commissioners voiced their assent and the motion carried with no opposing votes recorded.
The commission’s recommendation is advisory; the Dickinson City Commission will make the final decision at its Jan. 21 meeting. If approved, the applicant plans to begin renovations soon after closing and expand behavioral-health appointments in the spring.
