Polk school board approves Poinciana high-school plan, adopts package of policies and health-benefit contracts

Polk County School Board members met Jan. 28 in Bartow and voted on a series of agenda, personnel, policy and contracting items that the board packaged across consent and action agendas.
The board approved the Jan. 28 agenda and four sets of minutes, accepted the consent agenda and then moved through action items that included adoption of a long list of policy updates, confirmation of three appointments to the half‑cent sales tax oversight committee, approval of health‑benefit vendor contracts and formal approval of the Poinciana Area High School option plan.
On the consent agenda the board approved a farm‑workers grant listed as Consent R, Subject 1, in the amount of $316,260. The district summary for that grant states the funds support training per individual employment plans for adults and students 14 and older; eligibility described in the agenda includes U.S. citizens, lawful permanent residents, refugees, asylees and parolees. Public commenters spoke about the grant during the public‑comment period (see separate article).
The board voted to adopt a grouped set of policy updates first reviewed during the rule‑development process in September–December. The policies adopted covered a broad array of topics, including legislative and policy making (0131), professional learning (1242/3242/4242), anti‑harassment (1262/3362/4362), curricular development (2210), driver education (2432), athletic coaches (3120.03/4120.03), faculty and personnel items, student records and public records (8330/8310), school safety and emergency management (8405/8406/8415/8420), bullying/harassment (5517.01) and transportation (86100), among others.
The board approved two health‑service related contracts moved to the action agenda: Lantern Specialty Care (formerly Surgery Plus) for optional elective surgery benefits and Quantum Health for health‑care navigation, coordination and medical management as the board‑approved RFP vendor for group health plan services. Board members debated timing and communication of changes to employee benefits before approving both items.
Three appointments to the half‑cent sales tax oversight committee were confirmed: Chad Barron, Ron Parks and Joseph (Joe) Madigan. The board also approved the appointment of Ryan Williamson to the audit and finance committee.
Formal votes: the meeting record shows motions, seconds and voice votes for each item above; most action‑agenda votes passed, including the Poinciana Area High School plan and the health‑benefit vendor selections. Several board members spoke in favor of items citing community need, cost control and expedited delivery; a small number registered dissent on benefit‑change timing.
