Board approves Youngs Meadow major subdivision concept plan (SUB‑0124) for 107‑acre property

The Person County Board of Commissioners voted Jan. 6 to approve SUB‑0124, the Youngs Meadow major subdivision concept plan, for a 107.0‑acre property at 623 Youngs Chapel Church Road.
County Manager Kathy presented the application on behalf of planning staff and said the proposal had received planning‑board review and that the planning board recommended approval after the applicant addressed prior requests for additional information. "The proposed use for this major subdivision is consistent with the comprehensive plan and county ordinances," Kathy said.
The plan shows multiple lots served by shared driveways to reduce the number of accesses onto the state‑maintained road. County staff confirmed the applicant submitted the required soil science map and a preliminary plat with contour lines; staff and the planning board made several conditioning edits that the applicant subsequently satisfied, according to the presentation.
No members of the public spoke against the concept plan, and the board voted to approve the final plat concept plan SUB‑0124 as recommended by planning staff and the planning board.
County staff noted the approval was for the concept plan stage under section 30 of the county subdivision regulations; subsequent required steps include final plat preparation, technical reviews and any required permits before lot recording or building permits are issued.
The applicant is listed in the agenda as 3 Brothers Building LLC. Staff said the plan is consistent with the county's future land‑use designation and current rural conservation zoning on the site.
