Lynnwood council to restart appointment process for Position 5 after appointee withdraws

Mayor Frizzell told the Lynnwood City Council on Feb. 24 that the council will restart the process to fill Council Position 5 after a chosen appointee withdrew.
Frizzell said the council interviewed candidates Feb. 18 and voted Feb. 20 to select Rebecca Thornton. "She was contacted over the next couple of days, and at 05:00 this evening, council executive assistant received a phone call from Miss Thornton stating she's withdrawing from the position," Frizzell said. She added the council would not reinterview but would use the interview pool from Feb. 18 and reconduct the voting process when Councilmember Decker returns from travel, with a planned vote March 10.
Frizzell also said the council had met in executive session before the announcement "to discuss the qualifications of candidates for employment" under Washington public-meetings law. The council recorded that the executive session was held under RCW 42.30.110, the statute authorizing executive sessions to evaluate the qualifications of candidates for public office.
Council staff will contact the remaining candidates from the Feb. 18 interview pool to confirm their interest. Frizzell told the council that item number 5 on the agenda could be crossed off for the evening because the appointee had withdrawn.
No formal motion or roll-call vote on a new appointment took place at the Feb. 24 meeting; the council described an earlier selection (Feb. 20) that is no longer proceeding because the selected candidate withdrew. The council scheduled follow-up steps and a new vote for March 10, contingent on Decker's return.
Background: The vacancy on Position 5 arose before the Feb. 18 interviews; council members said they had planned to swear in a new member this meeting. The withdrawal means the city must complete its confirmation process at a later meeting.
