Daggett County says clinic design near final, readies for bidding and CIB reimbursement

Daggett County Municipal Building Authority officials said the clinic project’s final design package should arrive Jan. 24 and that the project team expects to be ready to solicit construction bids in February.
The county’s project team and architect have addressed several outstanding questions and “are getting close,” an official said during the authority’s Jan. 14 meeting. The architect, Florence, noted that on larger commercial projects a third‑party plan review can speed turnaround for building inspections.
The county discussed permitting steps, saying the plans will be submitted to the town for plan review by the building inspector once they are final. Officials said Vernal City has been working to increase inspection capacity and that a rotating pool of inspectors could reduce delays.
Board members pressed staff to confirm how costs incurred now will be treated for reimbursement. Since the clinic received CIB funding, officials said architecture and other work after funding approval should be reimbursable through CIB, but they expressed concern about any high expenses that the county might inadvertently absorb.
Officials asked staff to clarify who will prepare CIB pay‑requests and reimbursement paperwork. The project’s construction manager is expected to prepare pay‑request documents in many past projects, but board members said there appeared to be a disconnect on roles for this project and asked staff to confirm responsibilities and establish a consistent workflow between the construction manager, the treasurer’s office and auditors.
The county also discussed the timing of right‑of‑way vacation documents related to the clinic site. Staff said the town has quit‑claimed the right of way to the county and county attorneys are preparing the necessary vacation paperwork for the county’s process.
Officials did not take formal votes on the clinic at the meeting; staff said they will circulate the final plan on Jan. 24 and follow up on permitting and reimbursement procedures.
