Sandoval County planning panel approves easement and right-of-way vacation for drainage project in Rio Rancho Estates

The Sandoval County Planning and Zoning Commission on Feb. 11 approved VAC-25-001, a request from JAG Planning and Zoning on behalf of the Southern Sandoval Arroyo Flood Control Authority (SCAFKA), to vacate utility easements, a 50-foot drainage easement and part of the public right-of-way along Eighth Street Southwest in the Rio Rancho Estates community district.
The approval follows staff findings that the vacations are necessary to allow SCAFKA to construct an enlarged drainage channel on the parcel identified as Tract 72A and to replat six existing lots into two new parcels. Director Beaman told the commission the vacations had been reviewed and approved by the county public works and fire departments and that the approved mylar must note the purpose as consolidating six lots into two.
JAG principal Juanita Garcia said the project will temporarily maintain a public access and utility easement along the portion of Eighth Street to be vacated until construction requires full closure for safety. The applicant will dedicate right-of-way for a cul-de-sac at the southern end of Eighth Street and make provisions to extend Lena Place to provide an alternate route.
Engineer Jesse Lopez of Smith Engineering said the new channel is intended to increase stormwater capacity where an existing man-made channel north of Southern Boulevard is insufficient. "The channel is being designed to the 100-year flood," Lopez said, noting the firm modeled 10-, 25-, 100- and 500-year scenarios. He said flow will be directed toward the Calabasillas Arroyo and that culverts under Southern Boulevard currently are under capacity; SCAFKA intends future upgrades to those culverts as a subsequent phase.
Commission action: Commissioner Brown moved to approve VAC-25-001; Commissioner Simpson seconded. The motion carried and the commission announced the ayes had it.
