Board approves new facility-use fee categories and supervision requirements

The Davie County Board of Education on Feb. 4 approved a revised facility-use fee schedule that groups users into three categories (school-affiliated, nonprofit and for-profit), adjusts fees for middle- and high-school facilities, and requires supervisors for events that carry a higher risk of field or facility damage.
Chief Financial Officer Michael Harris told the board the district benchmarked neighboring districts and determined Davie County’s previous fees were considerably lower, prompting a targeted increase that is intended to help cover repair and supervisory costs. The policy reduces the number of fee categories from four to three and adds guidance that supervisors may be required when the district deems the event could cause damage to fields or equipment.
Harris gave examples: large band competitions and similar events on football fields can cause turf damage that requires repair; for some events, a district-assigned supervisor or technicians (for light and sound) would be required and billed to the renting organization. The board discussed whether child nutrition managers or other staff would need to be present for PTA food service events; Harris said such labor costs would be charged when those employees are required.
The board approved the recommended fee schedule by motion (6-0). Harris said changes will go into effect "relatively immediately." He also said elementary facilities remain largely free for community use but that the middle- and high-school facilities were the primary targets for fee adjustments.
Why it matters: Changing fee structures affects community groups, youth sports organizers, nonprofits and for-profit users who rent school facilities; the additions of supervisor and technician fees assign direct costs for labor and potential repairs to event sponsors.
