Sunset City Planning Commission recommends Laura Penman as chair, Scott Stephenson as vice chair; updates developer application for 1300 North

Sunset City Planning Commission members on Jan. 9 voted to recommend Commissioner Laura Penman for chair and Commissioner Scott Stephenson for vice chair, and received staff updates on a developer application and upcoming trail planning workshop.

The recommendation to forward Penman and Stephenson to the mayor and city council for formal appointment passed by voice vote with no recorded opposing votes. The commission opened the meeting with a public comment period but recorded no commentators.

Why it matters: The commission’s recommendation shapes which commissioners the mayor and council will consider for leadership roles overseeing planning agendas and hearings. The meeting also tracked the progress of a private development proposal at 1300 North that remains incomplete and therefore not yet scheduled for public hearings.

On the organizational item, commissioners nominated and agreed to send the two names to the mayor and city council for appointment. The commission’s chair and vice chair positions will be considered by the mayor and council; the commission’s action on Jan. 9 was a recommendation rather than a final appointment by the city’s elected executive or legislative bodies.

Planning staff gave a project update that developer Matt Carter has paid application fees for a proposal at 1300 North but that the application has not been deemed complete. Staff said the application remains incomplete because the city is still awaiting a will-serve letter from Enbridge; staff described that letter as a necessary utility confirmation before the application can be processed further. The project description discussed by staff included ground-floor commercial space with a coffee shop and bakery, but no formal site plan or hearing date was reported.

Commissioners also discussed an upcoming public workshop on the Utah Trail Network vision plan scheduled for Jan. 21 from 2 p.m. to 4 p.m.; one commissioner said the meeting conflicts with school pickup and may reduce attendance for some members. A planning staff member confirmed an email about the workshop had been circulated to commissioners.

The commission conducted no other substantive votes at the Jan. 9 meeting and moved to adjourn after the updates. The body noted that, under a new law referenced during the meeting, some project-level matters will be processed with additional administrative review before they return to the commission.
