City engineer: bridge expansion continues; TxDOT directs rebid of commercial vehicle staging area

City Engineer Maria Rangel updated the Bridgeboard on January 2025 project status, including pavement removal work, underground utility installation and progress on the international bridge expansion. Rangel said a road contract (FY '16) is in early execution — the contractor has removed concrete pavement, is hauling demolition material, is installing an underground gas line and is constructing a duct bank for electrical and telecommunications conduits; Rangel reported the contractor has completed demolition items and is nearing completion of that work.
On the international bridge expansion, Rangel reported the project was 36% on schedule and about 21% paid to date. She said the contractor had completed 144 drilled shafts to date (39 more than the previous report) and had constructed 109 columns (an increase of 52 columns since the last update).
Regarding the commercial vehicle staging-area project, Rangel said the Texas Department of Transportation (TxDOT) advised the city to reject the current bids and re-let the project. She said an agenda item to take that action will appear before the city commission on Feb. 3, and that the city is targeting rebid in March with construction beginning in spring 2025 if schedules hold.
Why it matters: construction progress and contractor payments affect the schedule for the international bridge expansion and related traffic-management improvements. TxDOT’s direction to reject and rebid the staging-area contract delays that project’s timeline and may affect truck routing and recapture objectives.
Board members asked clarifying questions about schedules, holiday and weather impacts on contractor work days and about next steps following TxDOT’s guidance; Rangel said the city is processing the next payment application and expects to relist the staging-area work as directed by TxDOT.
