The CID will be a 1% sales tax applied at the district and structured as a pay-as-you-go reimbursement over a 22-year period; the redevelopment agreement sets a maximum of about $2 million in CID-eligible reimbursements tied to qualifying project expenses. City staff and the applicant described the broader project as a renovation of the shopping center that includes a new façade, parking‑lot reconfiguration, widened pedestrian connections and infrastructure to support EV charging and a solar‑ready roof.
City staff introduced the proposal and said the total project budget is about $7.1 million, with roughly $5 million in private investment and $2 million in CID‑eligible costs.
