Yolo County Board appoints Michael Webb as county administrative officer

The Yolo County Board of Supervisors on Feb. 25 appointed Michael Webb as the county administrative officer and authorized the board chair to sign an employment agreement that sets Webb's salary, benefits and term of service.
The appointment follows a nationwide search and multiple rounds of interviews conducted by the board and a search firm. Panu, who led the hiring process for the county, told the board that Webb brings 27 years of experience in Davis government, including serving as Davis city manager since 2017 and earlier roles as assistant city manager and director of community development.
Why it matters: The county administrative officer leads county operations and implements board policy; the board said it considered Webb's relationship-building and management experience critical given current budget and staffing challenges.
Board members who spoke during the discussion praised Webb's record and his network across the region. Supervisor Villegas, who made the motion to appoint Webb, thanked Dirk Bridal for serving as interim administrator and called the decision “arguably the most important decision we collectively as a board will make in 2025” because of the CAO's countywide responsibilities. Supervisor Barajas, who seconded the motion, noted Webb’s longtime public service and regional connections would bring “instant credibility.”
Michael Webb addressed the board before the vote, saying, “I just wanna express just how deeply honored and and privileged I am to be offered this role. … I very much look forward to working with you as the board and implementing your vision in your policy direction with … phenomenal staff team.”
The board voted to approve the appointment and employment agreement; the chair confirmed Webb’s first day will be March 31. The item included authorization for the chair to sign the related employment agreement.
Background: Webb was described in the search presentation as having served 27 years in Davis in roles that included principal planner and director-level jobs before being appointed city manager in 2017. The hiring process included feedback from staff and multiple interview rounds, according to board staff.
The board said it will take a group photo and will host additional acknowledgments for the interim administrator at a later date.
