Valley County commissioners approve routine actions: Gate 58 letter, MOU, tax cancellation, decline Stibnite review board; award crushing bid conditionally

Gate 58 letter of support: The board approved a letter of support for Gate 58 at Boise Airport after a staff-provided template was submitted by local outfitters concerned that the airport's gate reconfiguration would remove the backcountry gate. Commissioners approved the letter for printing on county letterhead and staff said they would have the printed letter sent later the same day.
MOU with local power company for emergency access: Commissioners approved a memorandum of understanding with the power company (presented in the packet) to allow the county's emergency manager limited access to shared infrastructure information on the county's all-hazards mitigation webpage. The presenter said the prosecuting attorney had reviewed and approved the MOU.
Decline to serve on Stibnite agency review board: The Forest Service invited Valley County to join an "interested agency review" board for construction-level design review on the Stibnite Gold Project. The commissioners declined to serve on that technical review board and instructed staff to send a letter of declination while offering to remain engaged on other topics outside the technical engineering review.
Tax cancellation: The board approved a tax cancellation request (Tax Cancellation 24-10) for a property management technicality. The treasurer explained the state's fire-protection charges are sometimes assessed to small subdivision parcels that do not have homeowners associations; in this case three years of fees, penalties and interest totaled $0.60, and the treasurer said Idaho Department of Lands would remove the fee in the future.
2025 pit-crushing award (conditional): The board accepted the apparent low bid from Premier Aggregates for the county's 2025 pit-crushing contract, for $390,000 as bid, but instructed the road superintendent to negotiate tonnage and line items with the bidder so the award can be brought within the road department's $300,000 budget. The motion passed and the board directed staff to finalize a contract consistent with the budget.
