District launches building infrastructure assessments, starts with Delaware and Willowbrook

The Southeast Polk Community School District will begin a districtwide building infrastructure assessment, starting with Phase 1 reviews of Delaware and Willowbrook elementary schools, district staff and consultants told the board.
The engagement brings DLR Group and MODIS Engineering into the district’s work on mechanical, electrical and plumbing systems (HVAC, plumbing, electrical) and the building envelope. Eric Barron and Andrew Van Lee of DLR and Derek Baull of MODIS explained the study will focus on fixed, built infrastructure — for example, HVAC systems, built‑in casework and building envelope components — rather than movable items such as desks and copiers. The consultants said their assessment would rate items by condition and expected remaining useful life and produce a prioritized list of needs (from immediate repairs to items that can be deferred years), with deliverables expected in the spring to support capital planning.
District staff clarified optional services, such as capacity analysis, curriculum/space alignment and furniture evaluations, are available but were not part of the initial infrastructure scope. Consultants said they will work with building managers, custodial staff and district operations personnel to gather observational and staff knowledge during the assessment.
Superintendent and operations staff said the prioritized assessments will feed into the bond-planning process and the district’s budgeting decisions about which projects to include in any future referendum or to fund from SAVE or PEPL dollars.
