DeKalb Township trustees approve budget transfers, roadside levy increase and township levy

DeKalb Township Board of Trustees on Dec. 11 approved a set of routine fiscal measures including a budget amendment that shifts money between program lines, a $25,000 increase to the road-district levy, and a slightly reduced township levy for 2025.
Supervisor House proposed the budget amendment, which trustees approved, moving $5,000 (10% of one line item) from the landscape-and-maintenance account into signage-and-fencing to cover new signs and a recent fence extension at Oakwood Cemetery. The board also approved moving $63,100 from the townships emergency assistance line into the general assistance line to reflect year-to-date demand.
The amendment reduced the December expenditures reported earlier: the supervisor said an earlier document had double-counted a cemetery capital transfer, and the corrected December expenditure total is $31,640, down from the earlier $151,384 figure included in board materials.
Trustees also approved the November audit report for $480,445.45 and the December bills to pay totaling $155,545.71. The board accepted the treasurers November budget reports.
On levies, the board approved an increase of $25,000 to the DeKalb Township Road District levy (a 1.8% increase) to boost building-equipment and permanent road-equipment funds, the supervisor said, citing anticipated increases in asphalt and other road-related costs. Separately, trustees set the township levy request for 2025 at $1,115,000, down from $1,128,500 the previous year; the supervisor said the larger cemetery road project completed this year reduced the need for the same levy level going forward.
Other items noted in reports included the townships partnership with the NIU Husky Pampers Program to recover meals from dorms for general-assistance recipients; the start of an ARP-funded safe-driving course that reached capacity and prompted scheduling a second session; the purchase and delivery of a new chipper; and a salt purchase this season priced at about $74 per ton. The assessor reported that appeals of commercial and industrial assessments are lower than last year.
The board entered and returned from an executive session to discuss pending or imminent litigation and the purchase or lease of real property under Illinois statutes (5 ILCS 120/2(c)(11) and 5 ILCS 120/2(c)(5)).
