The Dover Area School District Board on Jan. 21 approved an employment arrangement naming Emily Miller as the district director of career and technical education. The board also approved a memorandum of understanding (MOU) enabling Miller to remain teacher of record for two Advanced Placement (AP) government classes and a U.S. government course while performing her administrative duties.
Why the MOU was needed Under the collective bargaining agreement, classroom assignments and compensation are specified; when a bargaining-unit member performs administrative duties or holds an administrative title, an MOU can define compensation and responsibilities for concurrent instructional duties. Dr. Hauck explained the district did not want to interrupt AP instruction for students while seeking a long-term hire; Miller agreed to continue teaching the AP classes for the current term while stepping into the director role.
Compensation and work expectations The MOU provides that Miller will be compensated at the director salary for the CTE director role and additionally paid under the collective bargaining agreement hourly rates for the instructional work she continues to perform (planning, teaching and grading for the AP government courses). The board packet enumerated the MOU terms; administration said the hourly supplement follows existing contractual extra-duty pay practices.
Board vote The board voted 9–0 to approve the MOU and the appointment.
