The City Council approved a public-works contract for the City Hall training-room basement remodel (City Project No. 24-11) after a short discussion and a 7-0 vote on the pulled consent item.
Council members had requested the item be pulled for background. Public Works and departmental staff said the $500,000-ish project (final contract amount based on lowest responsible bidder) will re-establish a dedicated training room the city lost previously. Staff explained the room will support enterprise software rollouts, including the recently implemented permitting system (TESSA), an upcoming enterprise resource planning (ERP) upgrade and an eventual police records/CAD/RMS replacement, and that in-person parallel testing is a reason the city needs on-site, standardized equipment.
Staff confirmed the project is subject to the state Public Works contracting rules and prevailing-wage requirements. The remodel will include mechanical, electrical, audio-visual and HVAC work; staff estimated about six months for completion once contractor work starts. During public comment councilmembers and members of the public urged the city to prioritize using local contractors and to consider cost controls; Council Member Gamaros noted union bids can also include workforce-training benefits.
The motion to approve the contract passed unanimously. Staff noted the contract sum comes from previously approved capital budget allocations and that a contingency had been included in the recommended award.
