Staff presented a proposed resolution implementing a policy that complies with General Statute 143‑805, effective Oct. 1, requiring public agencies to prohibit employees and appointees from accessing pornographic material on agency networks and to delete any such material found on agency devices. “New legislation, became effective October 1st, which is general statute 143 dash 805,” staff noted. When a council member asked “How's that access detected?,” staff replied that detection would rely on network filtering and the firewall and acknowledged the town currently lacks tools to detect content on personally used devices.
Public safety staff reviewed proposed Ordinance 24‑018, which would add two sections to Chapter 38 of the town code: one to prohibit possession of weapons or concealed handguns on town property and another to prohibit driving across medians less than 6 feet wide on town streets. Staff said the ordinance text was circulated to council last month.
Finance staff previewed two budget amendments to be placed on the Thursday consent agenda: Budget Amendment 24‑7, which would appropriate $1,500,000 from the general fund for property acquisition and to serve as matching funds for grants; and Budget Amendment 24‑008, which would appropriate $1,000,000 in grant proceeds from North Carolina Emergency Management for the Old Fayetteville Road culvert replacement near the high school. Staff did not provide a construction start date for the culvert replacement.
Staff asked council to approve the listed consent items in a single motion at the next meeting and said any item requiring recusal would be pulled for separate consideration.
