Susan Miller of the planning office told the committee the property is currently zoned RS‑3 and has hosted a food truck and a building formerly approved as a church. The applicant, Roy Cardoba, seeks CS zoning to establish a restaurant in the existing building; staff said CS is consistent with the site’s employment land use designation and would provide clearer standards for the property’s uses.
Council members and staff noted the area contains a patchwork of zoning and that two homes directly across the street have expressed concerns about activities on the property over time. Miller noted CS (commercial services) is the lightest commercial district but allows certain uses by right—including an event center under 250 people—so the requested zoning is not limited to a restaurant.

A council member asked that the item be postponed two weeks so staff and the councilor can meet with neighbors; the committee agreed to put the application back on a future UED agenda for further discussion prior to any vote.
