County reports stronger sales-tax receipts and updates construction progress on athletic park and library projects

Finance staff reported to the Lee County Board of Commissioners that October 2024 sales-tax collections were 5.1% higher than the same period in the prior fiscal year, and that December ad valorem tax collections were at 78.99% of the adopted budget. Staff noted that several departments may appear over the 50% midyear expenditure target because of encumbrances, but removing encumbrances shows no department exceeding its target.
County Manager provided progress updates on multiple capital projects. Work at Lee County Athletic Park continues across five buildings with interior mechanical, electrical and plumbing work and turf largely installed; diamond fields are installed and stabilized pending sideline installation in spring 2025. Kiwanis Children's Park phase 1 and 2 construction is complete and staff installed a story walk in partnership with the Lee County Library; a ribbon-cutting for the story walk is scheduled for Feb. 3 at 10 a.m. Sloane Park accessibility project is under construction; a $2,365 change order to add drainage under the playground surface and remove a tree was funded from the project allowance and did not require additional project funding.
Library building construction continues with erosion control, storm water installation and underground plumbing underway; staff is finalizing a Duke Energy progress easement exhibit and coordinating furniture, fixtures and equipment with Vines Architecture. Historic courthouse staff are coordinating with Hobbs Architects and the North Carolina State Historic Preservation Office for preconstruction scheduling, with funding through an Emergency Supplemental Historic Preservation Fund grant. Horton Park parking lot preconstruction meeting was held and a notice to proceed issued Jan. 2, 2025.
Board members were given dates for upcoming meetings and events, including the second day of a retreat on Jan. 31 at Stanley Park Nature Center and the next regular board meeting on Feb. 3 at the McSwain Center at 6 p.m.
