Faulkner County court adopts two year-end appropriation ordinances, confirms board appointments

Justice Smolinski said the positions are part of “a million dollar multi… multi-year grant” secured by Judge Clawson, and that the funding is expected to cover the initial years of the positions.
Both ordinances were moved and seconded, taken up by the Budget and Finance Committee, and passed by the court. A roll-call was held for ordinance 24-54; the clerk recorded affirmative responses from the justices present and the judge announced the motion carried.
Following the ordinance votes, the court confirmed three appointments: John Gray to the library board; James Devo O'Quinn to the museum board; and Juanita Brannon to the Lake Conway Wastewater Utility board. The judge explained that library and museum board appointments came with board recommendations and that Brannon had previously served on the Lake Conway utility board.
The actions were presented as end-of-year housekeeping and grant-related staffing adjustments. Ordinance sponsors and committee chairs framed the measures as routine year-end appropriations and as required steps to implement grant-funded programs. The emergency declarations on the ordinances will make those appropriations effective immediately, per the language read into the record.
